Max232 MAX232 chip fails to initialize properly with arduino

I have connected a max232 chioMAX232 chip for rs232RS232 communication with my arduinoArduino. The chip input is connected to arduino txArduino Tx and it is getting power from external 3.3 volt dc power source.

My arduinoArduino is also getting power from 12 volt dcDC external power source.

While iI connect and start the device, the pcPC is not getting any data until iI reboot the max232MAX232.

How do iI make a robust setup so that after iI turn the powers on, it starts transmitting. Even if connection to my pcPC has been lost.
