Why do you need a 2nd resistersecond resistor when using a photo-resisterphotoresistor/LDR?

A photo-resisterphotoresistor is already a resisterresistor and will limit the voltage in the circuit. Why can't this be connected to a pin and measured? Why is a second resisterresistor needed to connect the photo-resisterphotoresistor to ground.
